I've read that castor beans are potentially fatal if ingested. Some sources say the seeds are poisonous and some says that it is the beans. Apparently, ricin is in the seeds and beans. Anyone know anything about this?
So just chewing ingesting the seeds wouldn't do anything

Does the ricin have to be extracted or is it in the seeds themselves??

It's in the seeds. I don't know much about the method except that it entails protracted suffering and isn't recommended. When the search function is working, use it and you'll find several threads on the subject.
