This is flow control fitting from EXIT to be used with balloon helium cylinder.
Cylinder pressure is at 220psi but N2 tank pressure is 2000psi++,
So question is will EXIT control jet shown still will deliver 15 LPM gas when connected to N2 tank?
I think it will but would like others to comment.

Idea is use EXIT flow control in place of N2 regulator like this.

Umm No...
The exit flow control thingy was what they were using on consumer balloon party tanks with a much lower pressure from years ago.
They have since discontinued selling those, as it is near impossible to get party helium tanks that are not diluted with air.

The Balloon time tanks were not 2000psi like from gas suppliers.
If you try to connect the exit balloon time regulator to a high pressure tank you will not get 15lpm, it would be waaaay higher... It also has the very real possibility of exploding, as it was never ment to handle such high pressures...
Another issue is that the flow control fitting you mention does not have the proper fittings for the high pressure cylinders. So you'd have to figure that out and it would still not work in the end anyways.

Do yourself a favour and get yourself a proper regulator.

On another note: nitrogen, helium, and argon all have different density's so the regulator you choose should be calibrated for the specific gas you plan on using.
