I know most tablets/pills say to keep them at room temperature in a dry place out of direct sunlight. But obviously the room temperature changes withe the weather. Last year in July and August we've had terrible heatwaves in the UK. If I don't decide to CTB before July this year, I am concerned about any possible future heatwaves making my drugs for CTBing with less effective.

What would you think would be the best thing to do in this situation? I dunno if putting said drugs in the fridge would be a bad idea, might get too cold for them. Does anyone know of a style or make of fridge that lets you control its contents by the exact temperature (ideally in Celsius since I'm British)?

I think when it comes to pills/powder, the worst enemy is moisture rather than temperature, so looking a for the driest place in your house is the best advice i have. To the storage place, you can add some moisture absorbers, i think they are available in small bags too, and replace them over time. Also, it depends on the nature of the pills/powder too; if the substance doesn't dissolve in water, it will be less affected by moisture.
Edit: I don't think the fridge is a good option for pills/powder, because of high levels of moisture.

You mean like those? ^

The guy who sent me the Phenobarbital tablets was nice enough to give me a couple of those with them. Maybe I should buy a bunch more?

Also for powdered substances, would it be best to put those packets straight into the powder? Or should I just surround the outside of the bag containing the powder with those packets?

Yep, they're good.
No, don't mix the powder with the moisture absorber, just double pack the powder: in one pack you have the powder, making sure you get as much air out of it as possible (if vacuum sealing is not an option), placed inside another bag with the moisture absorber. If you kep it in a small drawer, just place some moisture absorbers there, w/o the double packing thing.

Would something like that be good to get for vacuum sealing? I would definitely like to vacuum seal my drugs to get the best shelf life out of them.

Yes, it's a good one. Any vacuum sealer will do the job i suppose.
One think to remember: don't put the moisture absorbers in the same bag that is to be vacuum-sealed. Moisture absorbers need oxigen to work. Place the moisture absorber along with the vacuum-sealed bag in another bag or simply lay some in the drawer you store the medicines.

lol it's been pretty hot today I've noticed and it's been concerning me. I hate the hot weather so much. I literally joke that I hope to kill myself before July just so I don't have to go through another summer.

I'm concerned about the pills, etc, too. I'm intending to buy some tupperware cases and put them in that. Don't know if that'll protect them enough though, but hopefully.
