Banned users thead and inclusion of them in members section?

I have an idea to make a thread with announcements of ban of users...
if it is against the rules to mention if it was ban or self ban, then just saying such and such was banned...

Also there is a Members section and some of the banned users are still listed there as members and some not, why is that?
I have concrete cases but dont want to mention particular ppl openly...

Reading the rules helps a lot.

Why was X banned?
We do not discuss reasons for bans or warnings with other users as they are personal and private. The vast majority of bans are requested bans.
