Are certain features blocked for new members?

Apparently, there is a search bar option on this cite -- which I cannot see or use; and, apparently, I cannot recieve or send DMs, even though I accidently asked for PMs with certain info here. So sorry about that. But is this merely a function of being a new member, and how soon does this go away? Thank you.

Your account needs to be 24 hours old first of all and then the option to search and send messages will show up. You might need a few more comments in threads as well but once your account exists for 24 hours and you have a certain amount of comments then it should show up.
