Some homeless and poor literally starve to death despite wanting food, but prisoners who want to starve themselves to death are ... force fed...

When u are incarcerated, the state makes money off of u for being in there, so they will make u eat to keep u alive. When people want to freely give charity to the homeless or needy the government doesn't like this because there's no benefit to them. Voluntary charity is discouraged because they can't tax or control the mutual exchange between the two parties. Plus they don't like homeless because u aren't benefiting this system in any way when you are homeless.
