i'm a 15 minute walk from a freight rail line, which, according to their company website, has an average train speed of around 20mph. is this enough?

At that speed, it's likely not enough to instantly kill you. You would probably be pulled under the tracks, and you don't want that.
Aside from the above, and I've said this many a time, trains are NOT a suitable means to CTB. Jumping in front of a train is forcing the train driver to play a part (however unwilling) in your demise. Furthermore, such a method will leave a mess for people to have to clean up, which will likely be a traumatic experience. Simply put, no one has a right to do this to another person.

most trains won't stop in time, but true it could happen.
if i were to choose this method i would do it in the dead of night wearing all black, and walk far down the track so the train is going really fast by the time it gets to that point. since trains speed up the further they are from the station.

if the train you want to use has that, i don't think i recommend using that train. it won't work because you won't be decapitated, it'll just push you away and most likely cause a lot of pain, especially if there are walls next to the train, you'll basically be shredded apart but possibly not killed, and you'll feel it too.
i've watched a lot of gore, train ones are some of the worst, it really looks horrible especially if you fail. the victims are just left there barely able to move or scream or anything, just usually cut in half, barely holding onto life.
On the other hand, i've also seen video's where people + animals just vaporize when hit by a train, quite literally. it's not as common though and the train usually has to move very fast.
If you aren't pulled under the train for whatever reason, at that speed you could easily be thrown outwards, leaving you with severe but not life threatening injuries and obviously incredible amounts of pain.
My thoughts on the engineer aside, you really shouldn't be risking it with anything under than 50-80mph, and might want to consider an alternative if only for the reliability of your own death. The goal is usually to avoid a life of paralyzation.
